Hello, I've just created a Paypal account to pay for my ProZ membership . And I thought that as I now have an account I could make use of it in money dealings with my clietns. I wanted to ask you how it works.
What if someone wants to pay me using Paypal? What's the procedure?

Have you ever used their invoices? I use a Czech invoicing programme but hopefully, I'll get clients from other contries, and I can't have the headings etc. in any other language than Czech on my invoices . Does Paypal invoice system help?
In various ProZ discussions there appear various opinions on Paypal. Some are quite old (2001 and the likes) - what experience do you have now in 2009?

Hi,
If you want to be paid using Paypal you just need to advise your name and corresponding e-mail address. The client will just need those data to send you the payment.
If you want to PAY using Paypal, you need to follow the procedure you find on the site, that is you need to become a "certified" user. Shortly, they try debiting you 1 euro, and then they credit you the same amount: it is needed just to check if the account or credit card number you gave for payments are ok.... See more Hi,

The PayPal invoice system is pretty straightforward to use. Click on the "Request Money" tab, then choose "Create an Invoice". The system lets you save invoice templates, so once you created your standard invoice, all you'll have to do is add individual figures and addresses each time you use it.

If your client sends you the money from their PayPal balance or if he uploads the funds from his bank account, you can keep a personal/free account. If they pay you uploading the funds from a credit card, then you have to upgrade.

I think it's "verified user", not certified
there are three type of accounts in paypal: personal, premiere, and business. Each account has different purposes. For individual who frequently receives money from paypal and credit cards but tries avoid much additional fee, premiere account is the best. I see Argentina in the group that allows sending and receiving money, but in order to withdraw it, it seems you need to have a US bank account. The other alternative is requesting a check, but I assume that would be a regular US check and it may be complicated and expensive to cash such a check in Argentina.
The Help file describes the withdrawal procedure:
How do I withdraw funds from my PayPal account?
To withdraw funds to your bank account:
1. Log in to your account.
2. Click the My Account tab.
3. Click Withdraw at the top of the page.
4. Click the Withdraw funds to your bank account link.
5. Enter the requested information and click Continue.
6. Click Submit.
To withdraw funds by requesting a check:
1. Log in to your account.
2. Click the My Account tab.
3. Click Withdraw at the top of the page.
4. Click the Request a check from PayPal link.
5. Enter the requested information and click Continue.
6. Click Submit.
Note: A fee of $1.50 USD will be applied to each check withdrawal.
The other option is that you use the money in your Paypal account to pay for items you buy over the internet.

I haven't had much experience with Paypal yet, either, and wanted to ask you whether it's also so "complicated" to transfer the money from Paypal to your bank account (mine is a bank account in a CR-based bank).

I am not sure what the procedures are these days, but you will probably get step by step instructions on the site.
They may ask for personal identification, and then the bank account could either be verified by sending them copies of bank statements or they may do a small deposit in your account first and then you would need to enter the verification code included in the transfer notes.

Before today, I had received money through Paypal for more than 10 times (all are small amounts) and was never prompted to upgrade. So I don't think it is about how many times you have used Paypal to receive money, but whether the client pay you by his Paypal balance or credit card.
Today, I received a payment from a translation agency by Paypal, and the agency paid by credit card. Paypal prompted me to upgrade my account to advanced/corporate status. I had to refuse the payment and asked the agency to pay me by Moneybookers. I told the agency to charge any penalty fees to me and thus lost USD5. This is quite an upsetting experience.
And when I got on Proz to see whether others have met this same problem, I saw this thread ...

However, for Moneybookers, I've heard another horror story.
It is said that after your transactions with Moneybookers have accumulated to a certain amount, Moneybookers will freeze your account.
I don't know whether this is true.

Absolutely right, Katalin. I can tell you from my experience in Brazil.
The solution in 30+ countries (Argentina included) is Xoom - http://www.xoom.com . Of course it involves additional charges, and the exchange rates their local partner bank pays are lower, but the funds from PayPal (at least in Brazil) will hit your local bank account on the very next banking day as a cash deposit. Everything is done online.
I don't know how the banking system in Argentina works. Due to absurdly high inflation rates we had quite a while ago, Brazil still has the fastest banking system in the world. This requires everything to be absolutely accurate. Inter-banks transfers are processed overnight (DOC) up to BRL 5K; for higher amounts (TED) they are processed in 20 minutes during banking hours! If it's between branches of the same bank, it's done in real time, even off banking hours.
The reason I'm explaining all this stems from a personal experience. A local client sent me a DOC worth 2K. All my information was correct, including my 11-digit tax ID, but she mistyped the control digit in my bank account number: instead of a 6 she entered a 5. The money "vanished" from her account, did not turn up in mine, and only reappeared backdrafted to her account three days later, as there was an account number mismatch.
Though it might be tempting to save the PayPal fees by asking your client to pay you directly via Xoom, I'd advise against it. I think it's safer to control both ends of the transfer. As Xoom requires (at least in Brazil) a lot of personal and banking data on you - not only an e-mail address like PayPal - chances for a mistake increases. If anything is mistyped, you will be able to fix it either as sender or as receiver. If you are not the sender, i.e. the owner of the money until it reaches the receiver, the client will have to check and fix what went wrong at PayPal, consequently at Xoom, and then at Xoom's partner bank in your country.
Some clients are Xoom-savvy, but not so many of them really.
