English to French: Soy Alert – how to increase the EU’s plant protein production in a sustainable and agroecological way? The role of an EU wide Protein Plan

Soy makes up around 40% of all protein used in the EU. 95% of it is imported from third countries making it a key enabler of mass-produced meat and dairy products in an ever-expanding livestock sector. Soy imports from the USA have recently increased, but the majority of soy over recent years has come from South America – Brazil, Paraguay, and Uruguay in particular . Its production has led to well-documented evidence of de-forestation, rural conflict and environmental pollution.
There are now a number of initiatives aiming to boost plant protein production in Europe, including the European Soya Declaration , signed by 14 EU Member States in July 2017. The European Commission is also convening a market analysis assessing the potential to increase protein production in the EU.
Member States involved in the drafting of the Declaration have highlighted the global environmental challenges posed by soy plantations, including the loss of primary forest, and the fact that the vast majority of imported soy is produced with genetically modified seeds . The Declaration and its annexes draw attention to the vulnerability caused by the EU’s high dependency on imports, and recognise the increasing consumer interest in GMO-free food. The Declaration calls for measures to improve the use of protein from grassland, and pledges to encourage citizens to move to more plant-based-protein diets.
Friends of the Earth Europe welcomed the fact that the Declaration recognises the wide-reaching problems that have resulted from large-scale industrial soy plantations in exporter countries, and addresses the EU dependency on imported soy. FoEE also welcomed the recommendation to promote local legumes for animal feed, as part of promoting the development of sustainable and resilient agriculture . However, several problematic issues arise from the Declaration, and these should be carefully looked at and assessed, including through the European Commission’s Protein Report , which points at the Common Agricultural Policy (CAP) as the main policy to address problems related to the EU’s dependence on imported proteins.
The EU’s growing appetite for soy-fed animals
Huge projected increases in meat production
EU meat production is expected to reach 47.5 million tonnes by 2030, driven by domestic and international demand, as global meat consumption is estimated to increase by an average of 1% per year between 2017 and 2030 to a global total of 365 million tonnes (34.7 kg per capita) in 2030. The EU is one of the world’s largest consumers of meat and animal products, with a per-capita consumption of 68.6 kilos of meat consumed in 2017 (1.8 kg of sheep and goat meat; 10.8 kg of beef and veal; 24.1 kg of poultry and 31.9 kg of pig meat). Farmed animals in the EU are fed a variety of feed crops, and soymeal is a important component of animal feed. Chicken broilers in particular are largely fed on soybean meal. Les importations de soja en provenance des États-Unis ont récemment augmenté, mais la majorité du soja importé au cours des dernières années provient d’Amérique du Sud : Brésil, Paraguay et Uruguay en particulier . La production de soja a démontré de manière probante qu’elle engendre de la déforestation, des conflits ruraux et de la pollution environnementale.
Il existe aujourd’hui un certain nombre de mesures visant à stimuler la production de protéines végétales en Europe, notamment la Déclaration européenne sur le soja , signée par 14 États membres de l’UE en juillet 2017. La Commission européenne réalise également une analyse de marché visant à évaluer le potentiel pour augmenter la production de protéines dans l’UE.
Les États membres qui ont contribué à l’élaboration de la Déclaration ont insisté sur les problèmes environnementaux mondiaux provoqués par les plantations de soja, notamment le recul des forêts primaires et le fait que la grande majorité du soja importé est produite avec des semences génétiquement modifiées . La Déclaration et ses annexes attirent l’attention sur la vulnérabilité causée par la forte dépendance de l’UE vis-à-vis des importations tout en reconnaissant l’intérêt croissant des consommateurs pour des aliments sans OGM. La Déclaration préconise des mesures visant à favoriser l’utilisation des protéines provenant des pâturages et s’engage également à encourager les citoyens à adopter des régimes protéinés d’origine végétale.
Les Amis de la Terre Europe se sont félicités du fait que la Déclaration reconnaisse les problèmes de grande ampleur qui ont résulté de l’exploitation de vastes plantations industrielles de soja dans les pays exportateurs et qu’elle aborde la dépendance de l’UE vis-à-vis des importations de soja. Les Amis de la Terre Europe se sont également réjouis de la recommandation visant à promouvoir les légumineuses locales pour l’alimentation animale, dans le cadre de l’évolution vers une agriculture durable et résistante . Cependant, la Déclaration soulève plusieurs questions problématiques qui méritent d’être soigneusement examinées et évaluées, notamment dans le rapport sur les protéines de la Commission européenne , qui considère la politique agricole commune (PAC) comme la principale politique visant à résoudre les problèmes liés à la dépendance de l’UE vis-à-vis des protéines importées.
La demande croissante de l’UE pour les animaux nourris au soja
Des prévisions annonçant une forte augmentation de la production de viande
La production de viande de l’UE devrait atteindre 47,5 millions de tonnes d’ici 2030, sous l’impulsion de la demande intérieure et internationale, alors que la consommation mondiale de viande devrait augmenter en moyenne de 1 % par an entre 2017 et 2030 pour atteindre 365 millions de tonnes (34,7 kg par habitant) au total en 2030. L’UE est l’un des plus grands consommateurs de viande et de produits d’origine animale au monde, avec une consommation par habitant de 68,6 kg de viande en 2017 (1,8 kg de viande ovine et caprine ; 10,8 kg de viande bovine ; 24,1 kg de volaille et 31,9 kg de viande de porc). Les animaux d’élevage de l’UE sont nourris avec diverses cultures fourragères, dont la farine de soja, qui constitue un élément important de l’alimentation animale.
