This is among a list of things the site user is not allowed to put on his website. Is it just literally a "deception scheme", or is схема here a circuit, part of some special Internet term?

I'd go with your original suggestion. "scam" is too colloquial and US for a contract, and "deception" seems to me to be broader and more appropriate than "fraud". There are lots of deceptions that are not frauds - inducing you to click on a button that releases a wave of advertising popups for example.

That's a US term though. You can still say fraudulent/deception scheme.

Based on what you say this is intended to be, it looks like a user is not allowed to describe how to perform a certain scam (i.e. how to achieve the successful outcome of a scam which would be an illegal thing to do).
Sorry this is a muddled explanation, but I think "scam how-to" is what the user is to not put on his site, no?

Discussion
An interesting link proving that this might not be just a fraudulent advertisement or such. I don't know how IT wizards in Russia might call such a thing. Maybe the same... We need a profi advice
