Fifth Panel

Turma = Panel of Judges

At the Court of Appeals and other collegiate courts, the proceedings are distributed among Panels of Judges (three judges each) for review. Normally, one Judge is assigned the duty of reviewing and reporting to the others. Any other Judge of the same Panel may also request the proceedings for a further review, and the decision is made by the three mambers of the Panel. Normally, the Chairman votes only if there is disagreement between the other two Judges.

Here's what the second reference says:
"a group of usually three judges among the judges sitting on an appellate court who hear a particular appeal - compare FULL COURT"
