I'm having some difficulty grasping the precise meaning of those 5 words. The background is comments on a legend about a mythical island (NOT Atlantis, as it happens). This is the whole sentence:

"A história dos cristãos fugidos aos mouros **nunca terá passado disso mesmo**:duma história da Idade Média nascida da imaginação dos navegadores portugueses ou dos seus governantes da época dos Descobrimentos."

My provisional translation is "never amounted to more than this" or "was never more than this", but I'd really appreciate confirmation/correction by a native PT speaker, thanks.

I'd say it's a question of style. The idea simply sounds more impressive this way, but it is in essence the same as saying "nunca terá passado disso mesmo", "nunca passou disso mesmo" or "nunca passará disso mesmo". The original sounds grandiloquent to me

Just to add that I'm not confused by the function of the future perfect (terá + past participle) as I know this expresses likelihood or near certainty, similarly to the English forms "will have ..." and "would have ...", even "must have..." or "is thought to...". It's just the sense of whole phrase.
