A desapropriação é uma segunda etapa, mas não existe a possibilidade de o proprietário não aceitar, pois o interesse da coletividade se sobrepõe ao direito do proprietário, que, contudo, terá que ser indenizado pelo justo valor do bem. A única coisa que se discute, numa desapropriaçào, é o valor do bem desapropriado. De qualquer forma, se não quiser usar, não use, mas esta é a expressão.

: Yes your reasoning is perfect but in this trecho do texto in Portuguese they are not referring to this particular aspect of the property rights..they are referring to getting persmission from the owners. The expression ROW is not in the Portuguese here

Comment: "´Não me engano não. 1º Trabalhei lá 5 anos e acompanhei TODAS as negociações e trata-de de um interesse PARTICULAR, tanto que houve casos em que proprietários recusaram e a empresa teve de desviar a Linha Electrica em Km's. SEI MUITO BEM O QUE DIGO. Caso contrário não insistia. Mas obrigada na mesma."
