This is from an Angolan academic certificate. At the foot of the document, both the 'sub-director pedagogico' and the 'director da escola' have the word 'Tecnico Medio' beneath their name. I think this may be a specifically Angolan term, and I can't see an obvious translation of 'mid-level technician' or similar applying to people so high up in the hierarchy.
