pihak bukan kerajaan / negeri / negara
looking at the context, i think the ACT / ACTOR could also mean the party, either person or organization. Non-state could also mean foreign (so instead of bukan kerajaan/negara, it could be luar negara, but im pushing it here). direct translation would mean PELAKON BUKAN NEGERI though. don't fit.

I think there is no question about the term non-state. It clearly refer to as "bukan negara" such as in the term of non-states entity - "entiti bukan negara (diplomatic glossary). The problem is the word "actor".
Webster legal dictionary describe actor as :
ACTOR, practice. 1. A plaintiff or complainant. 2. He on whom the burden of proof lies. In actions of replevin both parties are said to be actors. The proctor or advocate in the courts of the civil law, was called actor.
So in this case, the word "actor" can refer to both side of the law -the accuser and the accused or in malay term it refers to "tertuduh" and "penuduh (pendakwa)".

Individual or entity not acting under the lawful authority of any state in conducting activities which come within the scope of this resolution.
