I'm not sure if legal counsel here simply means "Peguam" or can I use "Penasihat Undang-Undang"?

"peguam" is correct, but in this context, I think "penasihat undang-undang" is more accurate.

i vote for "peguam". "counsel" in legal terminology is translated directly as "peguam".
