To answer Lionel's point more fully, the source text reads 'radially non-constrained configuration' — it is a configuration that is not constrained... and this absence of constraint applies in a radial sense.

For it to mean what Lionel suggests, it would need to be 'non-constrained radial configuration'

'radially' is an adverb, hence looks for a verb to which it can apply — in this expression, the only verb available is 'constrained'; if it were meant to apply to 'configuration', it would have to be the adjective 'radial': 'a radial configuration'.
A 'radially configuration' would be meaningless. This is where EN grammar and parsing can be very precise, despite allowing a great deal of flexibility.
