This text is suddenly veering into some financial territory. There is mention of Moyenne Cible and software in relation to finance....I think Moyenne Cible might mean target average but please let me know if that is wrong.

I came to this conclusion before seeing the discussion but in both French and English, the relationship between words is not always clear, especially without context

Conor, sorry if I misunderstood what you posted "the word 'enveloppe' often means budget ... average spend of / budget of target". The word 'enveloppe' has been considered as an alternative expression of inclusion.

Could it be a marketing technique which uses statistical information as a way of attracting attention? It's in an environment which focuses on rates, as I wonder if they are price rates or rates of something else in digital marketing. Connor pointed out that it should be a target budget (envelope) of average spending. (thanks for choosing my answer!)

It's useful to know that it can be about budgets and finance while the company aims to reach certain customers.

The word "enveloppe" often means budget, as in PSG had a transfer spending "enveloppe" of €500 million for the summer transfer window.

So maybe something like "average spend of/budget of target".

The word "cible" here is a marketing term to mean who the company is trying to get as customers.

Average target range

Hard to tell with the limited context. A search for the phrase "Enveloppe moyenne cible" does not generate any hits, suggesting that it is not a standard term in French.

My suggestion is just a guess.
