Contexte:

ces politiques de financiarisation sont menées au nom de la sécurité alimentaire et de la lutte contre la pauvreté en vertu de la (supposée) rentabilité sociale des investissements.
D’autre part, elles ciblent des pays, exception faite de l’Afrique du Sud, dans lesquels les principales institutions financières des pays du Nord, les banques et les marchés boursiers, sont faiblement développées et capitalisés.
Elles s’appuient donc sur un groupe d’intermédiaires financiers « hors-sol », à savoir les professionnels du capital-investissement.

Je sais que ce terme existe déjà dans le lexique, cependant il se cantonne au domaine agricole, qui n'a rien avoir avec ce contexte.

Je ne comprends pas ce que sont des *intermédiaires financiers hors-sol*, ni comment traduire cette expression.

Y aurait-il des experts en la matière qui pourraient m'aider?

@ ph-b 'namely' is indeed the sense of 'à savor' here — all I mean is that what follows 'namely' IMHO qualifies / explains 'groupe d'intermédiaires' and NOT "hors sol".
Imagine "four people in a black car, namely, bodyguards" — the 'bodyguards' clearly refers to the 'four people', NOT the 'black car'.

I think your logic is flawed here! I don't believe the 'à savoir' explains the meaning of 'hors sol', but rather, the "...groupe d’intermédiaires financiers ..., à savoir les professionnels du capital-investissement." where the "hors-sol" is simply a parenthesis.

It seems to refer to a type of financial intermediary who perhaps operates through different channels to the norm (at least as far as I can make out), perhaps in the way that raising animals in a soil-less environment is not the norm, not natural, so to speak. This comment I think also applies to Tony's suggested translation.

yes, that sound closer to the meaning. Would "Unofficial" financial intermediaries be acceptable do you think? Or do you think it is better to say "grey market financial intermediaries" which is quite a mouthful!

Unofficial to me means not endorsed by the government. IO think this would describe all intermediaries indiscriminately, not just the hors-sols.

I believe it means something like 'cut off from reality', although there must be a better way of saying it in English.
