anche sicuramente il contesto è fondamentale. In generale, a me sembra che significhi obiettivo da raggiungere, obiettivo fissato, stabilito, che deve essere conseguito (completed). Di solito viene usato dalle aziende quando fissano degli obiettivi di un piano e relative scadenze. Ma nell'ultima frase del tuo testo sembrerebbero invece documenti...
