The nose cone is the tapered part at the top of the rocket. The speaker placed lights in this end section of the rocket. After the rocket's upward flight, a parachute opens and the rocket descends. The lights in the nose cone shine upwards, shedding their light on the parachute just above. (It would have been quicker to sketch it for you!)
