It really depends on what stage the manufacturing process is in. Is it in the manufacture of gelatin from collagen, or producing a gelatin product?
Gelatin is produced in a powder or sheet form. In order to use it, water has to be added to it and causes it to expand. The gelatin does not dissolve, but bonds to the water molecules.
