If I say "children of a religious cult member" it will mean something different today...Was this term used perhaps just for someone very active in a church?

second thought: служитель религиозного культа sounds like a Soviet euphemism for священник, so a religious cult member may be a good option here given the early attitudes of the Soviet state toward the clergy

legal/ juridical name for that position.
But if you are going to use it as an analogue for Russian "поп", then Kirill's version "priest" is exactly what you need.

Я было начал комментарий-проповедь к вопросу, но замучили сбои с кодировкой: в 1929-х это был негативный советизм, вроде "продавца опиума для народа", а эти бедняги, униженно просящие о милости к арестованному, вынуждены к нему прибегнуть - а то читать не станут - вместо того, чтобы употребить любой из эквивалентов "священника", предложенных Ракарди и другими. Отсюда моя неуклюжая конструкция: "служитель религиозного культа" тоже была кострукцией ужасно дубовой и произносимой только с презрением

а это будет выглядеть по-сегодняшнему, как некое религиозное меньшинство - когда на самом деле речь шла о православной церкви, священников убивали и арестовывали, а их детям не давали учится и пр.

priesthood/priests

In many religions they don't have `clerics', i. e. official members of an instituted Church, they have local spiritual leaders (as in Islam); priests of local temples (Hinduism); religious wisemen and leaders (as in Judaism); shamans, or priests (as in many polytheistic faiths). `Clerics' are usually applied to Christian Churchs only.

a minister of religion

The term "ministers of religion" is used quite widely in the Soviet context, though it certainly appears in other contexts too.

ARTICLE 65. The right to elect and to be elected is denied to the following persons, even if they belong to one of the categories listed above:
