I saw words like "purification" and "refinement" for 純化, but those don't really make sense to me in this context of economic growth. The author makes it sound like 純化 is a bad thing. What does 純化 mean in this context?

ご存知の通り、日本の少子化は深刻な問題です。
このままいくと、労働力人口が減少し、全体的な人口減少による消費減退もありますし、日本の経済が縮小していく可能性があると危惧されています。
子どもを生み・育てやすい社会にするような、税制対策の必要性を言っているのだと思います。

refinement of economic growth

i could not translate the entire sentence, i found it pretty confusing. What i have translated it is as " demand for the counter measurement to the low birthrate is in the establishment of new tax exemption or reinforcement of dependents exemption etc in the tax system; which misleads the refinement of economic growth leading to the decrease in economically active population due to the serious problem of low birthrate. " Do let me know if I'm going wrong.
