las civilizaciones están siempre en constante evolución
No creo que se refiera al surgimiento de nuevas civilizaciones sino, más bien, a la renovación y "re-creación" de las ya existentes, lo que hace imposible la comparación entre civilizaciones, pues las características de unas y otras varían. Y sí, es necesario utilizar el plural, al menos en mi versión.
Eso del surgimiento de nuevas civilizaciones me suena a historia antigua. Hoy en día, bastante impracticable.
