No idea what the pre-ECHO (basically the acronym or whatever ECHO stands for) era refers to. Here goes more context:
Minimum provisional scope (urine samples, pre-ECHO era):
- Sampling on-site
- Knowledge about handled chemicals has to be taken into account

I found the same achronym somewhere else in teh text, and the suggestion does not seem to fit here. Here it is:  Minimum number of parameters to be defined (heavy metals, organic substances) for a surveillance system in the pre-ECHO era. i think it definitely refers to a time before ECHO but still don't know what this stands for.
