This document is about the recent oil spill in the Gulf of Mexico. It explains a ruling of the court for one of the operators in the area.
It is debating whether this company has standing or not to appeal the court's decision.
It talks about the APA and I am having trouble finding what this APA is. "The APA defines a "rule" as "the whole or a part of an agency statement of general or particular applicability and future effect..." "The APA serves a broad remedial purpose.."
The document also mentions a "zone of interests test" that is applied in APA cases, that I have no idea either what it is or how to translate it, except literally "prueba de la zona de intereses" which sounds horrible.

Just for my info, where do I find the part above: traducido al ingles...Senador Pat McCarran etc. I could not find it under wikipedia Spanish. If I don't find sthing else I will translate "prueba de la zona de intereses". Any suggestions? Also, if I translate the APA the Ley de Proc. Administrativo [APA, por sus siglas en ingles] the first time it appears, what is the proper way for me to translate the APA all the other times it is mentioned in the text...APA or La Ley de ....or sthing else?
