In this context "komme igennem" means: "vinde forståelse for el. tilslutning til en sag" (see sproget.dk)

Maybe you could use "...they would not be able to gain support for..."or a similar phrase here?

"komme igennem" sounds a little unformal here, very similar to the English "get through". See references:
