What it means 19.9m high x 3.00m wide x 14 "modules" = 836m2

this whole facade is "sliced" in 14 identical or very similar "modules" each of the same width (3.00m)

A "module" here is a dimension that is continuously repeated - like an internal wall every 3m, or a whole "vertical slice" of the facade repeated every 3m.

Because of this repetition of equidistant parallel lines on the drawings it does look like a grid, especially if there are also vertical "modules" (all floors of the same height) as well as horizontal "modules". Or two sets of equidistant parallel lines at right angle of each other on a floor plan.

"modular" was and is in great fashion - makes building anything simpler. Like Roman aqueducs with arches repeated always at the same distance for kilometers, or big halls with equidistant pillars.

BTW this is a pretty basic concept in architecture - I remember it if from doing few translations of building projects.

You could rephrase it as:

With 19.9m in height and a typical modulation grid of 3.00m ...
=
Build 19.9m in height and in modules typically (= as it is the most frequent/usual?) 3.00m wide ...
