The full sentence is:
"Nosotros lo que hemos estado haciendo es una gestión, exitosa hasta ahora, aunque yo creo que tiene su plazo."
The context is supervision services contracts. They're saying that as construction has been stopped, there's nothing to supervise, so instead of going to the site and supervising the "obra", they're "haciendo una gestión".
Is this perhaps referring to catching up on admin relating to the contract?
