@Lorraine As you note, it helps to be fluent in the target language. Indeed, it is best to be a native speaker of the target language. However, it is also essential to be aware of the nuance and register of the source language.

@Lorraine In the sort of context you cite (OHCHR) I would expect the English version to use the term "incitement to hatred", which is a more formal register and more appropriate to a legal and policy context than "hate-mongering". Of course, it would be perfectly appropriate to use the French term "l’incitation à la haine".

disagree B D Finch : "Hate mongering" is used in a subtly different way to "inciting hatred" (which would be "inciter à la haine") in English. It is more rhetorical and informal in register.//It's easy to find examples of translations that ignore register or are poor quality.

I found plenty of examples of hate mongering being inciter à la haine. Ou synonyme fomenter, attiser etc. Being fluent in the target language helps too.
