This is a text about employment policy in Argentina and its assessment.

Entre los mecanismos de rendición de cuentas pueden identificarse dos etapas: a) la formulación de metas, objetivos y áreas estrategias para el desarrollo de la política de empleo en determinado período, lo que incluye a la vez la planificación presupuestaria y b) la evaluación –permanente o final– de la ejecución y concreción del presupuesto y las metas.

According to the dictionary, concreción could be precision and, in this context, itemization or something like that, though that does not make much sense in the context of assessment (it would in the context of planning, say). The other possibility that occurs to me would be enactment, which is basically the same as ejecución, it seems.

I understand execution refers to the budget and 'concreción' or accomplishment refers to whether or not the goals were met.

The word 'adjustment' would seem to fit 'concreción' in this context, what do you think? I hope this helps a little.
