the sleep of the righteous implies with a clear conscience, undisturbed by any worries, but I think this can safely be precised here without losing too much, especially if the rest of the text is sufficiently lyrical

thanks MPGS :) ... another alternative would be "languish forgotten...", which would be idiomatic, if a little further from the ST
agree Charles Davis : I was toying with "slumber peacefully", which I rather like (Dickens uses it for forgotten possessions) or "lie abandoned", but on balance I prefer this. // Thanks! But the trick is not to overdo it, which is why I like "undisturbed".

thanks Charles - and I like your suggestions as well, as they capture the essence of tongue-in-cheek that is perhaps encapsulated in "languish forgotten" - as if a document could either do any of these things, or sleep any sort of sleep :)

that would [do nothing other than] collect dust in the drawers......

Alternatively: "lie forgotten" instead of "collect dust."

My sense is that the intended meaning here is nothing more or less than that the bill in question was ignored and forgotten....

"Collect dust" is the usual expression used in US English to describe such a state of affairs.
