I think we need a bit more context. If small bits of dough are collecting on the release roller, then the products MIGHT occasionally have an uneven shape or might not detach as smoothly as they ought to. So bits might tear off or break off.

On second thought, it sounds like they mean "lumps" on the surface of your bread rolls resulting from scraps of pastry falling onto them. So I'll hide this answer.

agree Teresa Reinhardt : outlier is fine; statistics don't care if it's dough // what else? they are analyzing a production process, for crying out loud!
