Source text - Spanish 2. ESTRATEGIA DE CONTRATACIÓN
El proceso descrito en el presente Pliego constará de dos fases, una primera fase de valoración de requisitos administrativos y de solvencia técnica, y una segunda fase de valoración de las oferta técnica y económica (que incluirá valoración de la proposición escrita, exposición oral y negociado).
2.1. Primera fase
En primer lugar, el Órgano de Contratación revisará el contenido del sobre A.
Se considera que superan la primera fase aquellas entidades cuya documentación administrativa técnica sea conforme con lo establecido en el presente Pliego y cuya solvencia y capacidad técnica sea considerada apropiada en el contexto de la operación. A efectos de la evaluación de la solvencia técnica de los licitadores, ésta se considerará apropiada cuando el licitador figure entre las 10 primeras entidades de cualquiera de las tablas de clasificación agregadas previstas en el apartado 1.2.1c) anterior. A efectos de la evaluación de la capacidad técnica de los licitadores, ésta se considerará apropiada cuando el licitador no cuente con ningún conflicto de interés o litigio considerado relevante por la Sociedad en base a la información exigida en el apartado 1.2.1d). anterior.
En el supuesto de que se apreciase alguna deficiencia en la documentación presentada en el sobre A por un licitador, se le concederá como plazo improrrogable para que subsane la deficiencia en la documentación, hasta el día 14 de junio de 2011 (inclusive). De no hacerlo, su oferta no será admitida.

In the event that any deficiencies are observed in the documentation submitted in Envelope A by a tenderer, they shall be allowed a non-extendable period up to and including 14 June 2011 in which to remedy said documentary deficiency. Failing this, their bid will be rejected.

Source text - Spanish La Coruña no es una ciudad ajena al proceso de reforzamiento de las áreas metropolitanas que se vienen dando en Europa. Así, en la última década del siglo XX el municipio perdió alrededor de 3.500 habitantes mientras que su área metropolitana, compuesta por ocho municipios, creció en 20.000. El ritmo de crecimiento poblacional observado desde finales del siglo XIX empieza a descender, debido fundamentalmente a dos factores: Descentralización residencial: se produjo un continuo desplazamiento de las áreas de residencia hacia los municipios del área metropolitana, donde viven cerca de 100.000 habitantes.
El precio del suelo y de la vivienda favoreció esta migración hacia las áreas metropolitanas. Esta área metropolitana está compuesta por los municipios de Culleredo, Arteijo, Oleiros, Sada, Bergondo, Abegondo, Cambre y Carral.
Crecimiento vegetativo negativo: se producen más defunciones que nacimientos y por eso la población desciende desde 1987. La tasa de natalidad es de un 6,9, más de 2 puntos inferior que la española, pero igualada con la tasa gallega. La tasa de toda el área metropolitana es medio punto superior a la de la ciudad.
A pesar de estos datos, la población empieza a recuperarse gracias a la inmigración. Si bien ésta en los años 80 y años 90 era fundamentalmente de emigrantes retornados, profesionales y retirados, la población inmigrante actual son jóvenes sudamericanos, y en muy menor medida, personas de extremo Oriente, el África subsahariana y Europa oriental.
Bien entrado el siglo XXI, los datos de 2008 nos dicen que la ciudad y su área metropolitana siguen creciendo. El núcleo urbano de La Coruña parece haberse recuperado de la crisis demográfica que sufrió en los años 1997-2002, en los que la población descendió en 16.000 personas en pocos años y ahora, a fecha de 2009, la ciudad ha recuperado esa población perdida hasta la cifra actual, no superada desde 1996 y que se espera siga aumentando en los próximos años dada la gran demanda y construcción de nuevos barrios y bloques de vivienda en la ciudad (Nuevo Mesoiro, con 2000 viviendas, Someso, con 1950, Vioño, con 1050, Papagayo, con 800, Oza con 1000...) Además, ya desde 1991, los municipios adyacentes a la ciudad han dejado de convertirse en zonas rurales para convertirse en los nuevos barrios-dormitorio de la ciudad. Municipios como el de Culleredo han duplicado su población en los últimos años, Arteijo, Oleiros y Cambre han ganado más de 10.000 en los últimos 15 años y otros como Sada o Betanzos crecen a un buen ritmo, con poblaciones que han ascendido en más de 4000 habitantes en los últimos años, mientras que los municipios que cuentan con menos infraestructuras, como Abegondo, Bergondo o Carral prácticamente mantienen su población, con ascensos no superiores a los 2500 habitantes en los últimos años.
La ciudad está situada en una fase de estancamiento poblacional, inducida por la falta de suelo edificable y el bajo precio del metro cuadrado en el área metropolitana. Aun así, en los últimos 10 años la ciudad ha vuelto a recuperar parte de su población, igualando de nuevo su récord histórico de 1991 (246.000) en 2010.

Este vino responde al afán de ir más allá en la búsqueda del vino perfecto, aquel que conjuga estructura, complejidad y equilibrio.
Producto de una exhaustiva selección de uvas procedentes no ya de las viñas sino de las cepas más adecuadas, aquellas que producen tres o menos racimos de forma natural y con una edad superior a los 60 años. Cepas situadas en laderas y terrazas de suelos arcillosos calcáreos y bien expuestas al sol.
Estas uvas vendimiadas en pequeñas cajas en su momento óptimo, controladas en mesa de selección y vinificadas en pequeños depóstidos con temperatura controlada.
Tras su fermentación alcohólica son maceradas para extraer todo su potencial. El vino resultante pasa a barricas nuevas de roble francés y americano donde realiza la fermenación maloláctica. Esta segunda fermentación hace que el vino gane en complejidad e intensidad aromática, provocando además una estibilización del color.
La Cata
Aromas de fruta bien madura y concentrada, matices minerales, balsámicos y especiados, notas de confituras de moras y arándanos envueltos en una cremosidad del roble, tonos de toffé y café con leche.
En boca es concentrado, graso en el centro, equilibrado, goloso, con tanino fino. Muy largo, expresivo, dejando marcado claramente el carácter de la tierra.
Maridaje
XXXX es un vino complejo y su maridaje no lo es menos. Hay que pensar en dos opciones, bien tomarlo con picoteos ligeros para que el vino sea el protagonista del festín, o sugerir platos sólidos que equiparen su vigor. Un lomo de cerdo ibérico con pimientos asados, entrecot con boletus y ciruelas, guisos con jabalí o faisán al Oporto, son platos que fusionan increíblemente con este vino de carácter puro.

Translation - English Description
This wine is a response to our quest to find the perfect wine, one that combines structure, complexity and balance.
It is the result of a careful selection of grapes not from the vines but from the appropriate clusters, those that naturally produce three or less clusters and which are 60 or more years of age. Vines situated on slopes and terraces of limestone and clay soil, well exposed to the sun.
These grapes are harvested in small boxes at the very best moment, then inspected on the selection table and vinified in small groups at a controlled temperature.
After alcoholic fermentation they are macerated to extract their full potential. The resulting most is then settled in new French and American oak barrels to undergo malolactic fermentation. This second fermentation ensures the wine gains in complexity and aromatic intensity, it also stabilises its colour.
Tasting
Fully ripened and concentrated fruit aromas with balsamic and spicy mineral nuances, notes of blackberry and blueberry preserve wrapped in creamy oak, caramel and milky coffee tones.
The palate is concentrated, unctuous in the centre, balanced, sweet, with fine tannins. Very long finish, expressive, clearly marked with the character of the soil.
Pairing
XXXX is a complex wine and so is its pairing with food. We must consider two options, either drink it in light sips so that the wine itself is the star of the feast, or serve with solid dishes that can match its vigour. An Iberian pork loin with roasted peppers, steak with mushrooms and plums, wild boar stew or pheasant in port are dishes that blend incredibly with this characterful wine.
