I did plan a budget when I was first starting out, now I just buy whatever I need as I need it. You can't plan things like laptops breaking down and I rarely bother buying stuff except to replace what I already have. I'm pretty minimalist.

Training mostly involves signing up for freebie demos of whatever CAT tool I might need (just recently started using a different one as a PM who I get on really well with transferred to a different agency).

I don’t set an annual budget for work tools, training, etc., I buy when the need arises or when the mood strikes, but I have an idea of what my limits are…

That's just what I was thinking - my cursor was hovering over "No" until I noticed "I don't set myself a budget".

Could this be an attempt to differentiate the "nevers" and the "annuals" from those who set themselves a budget at, say, a monthly or hourly frequency?

As for me, I don't do training and my computer is 10 years ol, so that must make me a "no".

I buy new software and software updates (CAT's, spellchecker, etc.) when the need arises, I attend training sessions (webinars, meetings) if and when the opportunity arises. However, none of this is planned or budgeted.

Of course. I find that you have to set yourself a goal and try to meet it. It is the same as every other business, especially if you have to pay taxes, etc.

I don't have a budget for anything, unfortunately. I tried to implement it in my home a few times, and it ended up not working. But I'm trying again this year.
